  1. NCLB is propbably not an unfunded mandate -- there is a lot of money attached -- but states can't simply turn down the money. Politically that is very hard to do -- who wants to be the state legislator or governor who blocks hundreds-of-millions of dollars? -- and state taxpayers had no choice about paying the federal taxes in the first place.
